Excessive users of water may still be charged despite refunds

Water charges may be gone but customers could still be faced with bills.

Excessive usage will have to be paid for according to the Housing Minister - he considers that 1.7 times average usage amounts. The Irish Independent says the charges could work out at more than 230 euro a year for some households.
