It's understood Dublin City Council is to end the practice of families being offered homes ahead of other adults. It follows controversial claims by the Housing Agency that some households are presenting as homeless in order to leap-frog people on the waiting list. Father Peter Mc Verry says the new rules still won't offer a permanent solution.
